Midterm evaluation of the Security and Development project in Northern Mali, Phase 2
CLIENT: AFD (via SIPRI and Niras Sweden)
The project aims at contributing to the implementation of the peace agreement by supporting investments in basic socio-economic infrastructure in six regions of Northern Mali, in view of promoting peace and reconciliation and strengthening the social contract between local authorities and citizens while responding to emergency needs in a participatory manner. The objective of the midterm evaluation is to assess the project against OECD/DAC criteria and contribute with recommendations to improve the overall performance of the project including the implementation of the second wave of planned investments.
Stonemark was responsible for methodology development and assessment of the effiency criterion focusing on three dimensions namely economy, effiency, and equity.
